    About the Author: Vijay Shakuja is visiting Senior Research Fellow at the Institute os Southeast Asian Studies(ISEAS), Singapore. Currently he is Director (Research ), Indian Council of World Affairs, a leading thnik-tank in Nwe Delhi. A former Indian Navy Officer, Vijay Shakuja received his Doctorate from the Jawaharlal Nehru University, Nwe Delhi. He has been on the research faculty of the Centre for Air Power Studies, Observer Research Foundation, and Research Fellow at the Institute for Defence Studies And Analyses, and United Service Institute of India, all in New Delhi. Vijay Sakuja has published books, monographs, and policy briefs on issues of geopolotics, maritime security, polotics of Arctic, climate change and diplomacy. His research areas include Asia-Pacific security, maritime and naval development, polotics of the High North, climate change debate, and marine risk analyses. He is the author of Confidence Building from the Sea: An Indian Initiative and co-editor of Nagapattinam to Suvarnadwipa: Reflection on the Chola Naval Expeditions to Southeast Asia and Fisheries Exploitation in the Indian Ocean: threats and Opporunities, both published in 2009.
